Is there a law in Texas that keeps elec. companies from disconnecting your elec. if you have a child?

No such law exists. You're responsible for your own bills. If you can't afford it, you need to contact the electric company to make payment arrangements, or find a social service organization that helps you with your bills. The electric company can shut your electric off regardless if you have children or not.
