Chances of getting in to these colleges?

Your GPA is too low for most 4-year colleges or universities, as are your SAT scores. You're aiming for too high. You should try your local state schools (whichever ones count as in-state for you in DC, but UVA, Virginia Tech, and UMD probably won't consider you) and maybe community colleges.
