Finding Suicine in pokemon gold?

I've relesed them from burned tower, only thing is i havent beaten Elite 4 yet (got to Lance and lost to his Dragonites, i was PISSED), and i relesed them about 12 hours of play time ago and STILL havent run into one to track on the pokedex. Any advice on how to find them? I just went and bought 20 repels and used them and still nothing, where did you find them for the first time? Any help is much appreciated. Thanks!
