Can my sister sign over 2 kids to me without being divorced?

she wants a divorce, he doesn't care, he has admitted repeatedly that he is cheating. they live in texas. he is an alcoholic. she wants me to look after the kids especially if anything happens to her. she has no money and he is controlling everything. what can she do to get out of this situation?
